Minutes of the Annual Parish Meeting of Scredington Parish Council

Monday 22nd May 2023

 

Present:

Councillors R. Johnson (Chairman), A. Pywell (Vice Chairman),  I. Metcalfe, and J.Dixon (Clerk).

Also attending District Councillor R. Jackson and one member of the public.

 

  1. Chairmans Welcome.

The Chairman welcomed everyone for attending and congratulated re-elected District Councillor R. Jackson .

  1. Apologies for Absence

 

Apologies were received from Cllr J. Johnson and County Cllr A. Hagues.

 

  1. Minutes of the last annual parish meeting

Minutes of the meeting held on Monday 9th May 2022 were signed as a true and correct record.

  1. Report from District / County Councillors

County Councillor A. Hagues, although not in attendance forwarded a report for the meeting which is attached to these minutes.

District Councillor R. Jackson gave a report, attached to these minutes.

  1. Chairmans Report

Chairman Cllr R. Johnson gave his report, firstly thanking all for attending. Thanks were given to former Cllr Nichola Mason who stood down from office earlier in the year and to Cllr Karen Sweeney who has now filled the vacancy. Thanks to Clerk, Julie Dixon and to Cllr A. Pywell and his team for organising a fabulous Coronation celebration.

Cllr Johnson reflected on the platinum jubilee celebrations for HM Queen Elizabeth ii and the death of Her Majesty shortly afterwards; moving on to a new era and the coronation of King Charles iii .

Anglian water released plans for The South Lincolnshire Reservoir.

The village as a whole I am sure will wish to Thank the late Raymond Bell for the generous legacy left to the village totalling almost £85,000.00.

Finally, Thanks to Peter Griffiths who has sorted out the Parish Council Website and the village website.

Report to Scredington Parish Council from County Councillor Andrew Hagues.

22nd May 2023.

LCC has purchased a new road mending machine, which repairs potholes properly.  Therefore they should remain fixed for a far longer period than previous repairs.  Unfortunately, this doesn’t apply to repairs to the edge of roads with no kerbs, which most county roads fall into that bracket.  As Lincolnshire has over 5,500 Km. of roads, I can’t see that changing anytime soon.

On the same subject, central government has given LCC £6m for pothole repairs, some we should see some improvement to our roads soon.

95% of children in Lincolnshire have been offered their preferred school in September.

3.6% have been offered their second choice and the remainder have been offered the closest school to them.

Finally, from 1st. April LCC has increased it’s weekly allowance paid to child foster carers 12.4% increase.

Chairmans report

 

Good evening and welcome to everyone and thank you for coming tonight.

During the past year we have been fortunate to have Julie Dixon join our team as clerk and I would like to thank her for doing a great job.

Councillor N. Mason came off the Parish Council and Karen Sweeney was co-opted onto the council at the last meeting. At the elections on the 4th of May 2023 all the councillors stood and it was an uncontested election where we all kept our seats.

Looking back at the last year we have had Queen Elizabeths jubilee. Commemorative mugs were bought and given to school children within the village and sold to adults. The event was celebrated in the hall.

Sadly, the Queen passed away and the people of Scredington shared with the nation a feeling of loss and gratitude to the Queen for the 70 years of service she has given to the country and commonwealth.

This obviously saw a new king and King Charles III has recently had his coronation.

A coronation street party was organised and this was a tremendous event which had glorious weather and a brilliant atmosphere. A bouncy castle was hired for the children as well as other games and competitions to make it a very memorable day.

Special thanks go to Alan Pywell and his team of helpers for all their hard work and effort.

The South Lincolnshire Reservoir was officially announced during the last year. Anglian Water hired the Community Centre to show residents their proposal and to get feedback. The general feeling is that this should have been sited elsewhere, possibly Essex or Kent where the water is needed, although I feel that people are starting to come to terms with the fact that it going to happen.

Raymond Bell’s affairs have now been settled and a further £24,950 has been received by the council. This brings the total amount received at just under £85,000

This was extremely generous of Mr bell and his monies are being put to good use within the village. A memorial bench is going to be bought and sited in the playing field.

And finally, last but not least, I would like to extend a massive thank you to Peter Griffiths who has sorted all our IT problems and is currently downloading photos and memorabilia onto the village website which had been lost along with passwords etc. when an earlier clerk left the village.

If anyone has photos or documents of anything village related please forward them to the Parish Council and we will endeavour to get them recorded.

Scredington Relief in Need Report

 

This charity continues to support people living within Scredington. In December 2022 we were able to distribute £100 to 13 households in the village giving them help towards paying their winter fuel bills.

The committee remains the same as it has been for a few years now,

Church Report 2023

 

Jan Atkinson and Chris Pywell continue to be church wardens with Bob Richards as treasurer.

The church finances have been stable owing to the Parish Giving Scheme which allows the congregation to give on a regular basis with gift aid added by the Diocese.

Scredington church continues to be a part of the Living Stones – a sub-group of three churches within the Heckington and Helpringham group. Comprising of Burton, Swaton and Scredington it provides a weekly service in one of the three churches and many opportunities to make friends.

Our church held a platinum jubilee celebration in July and a Garden theme Songs of Praise in August.

Remembrance day service was held at Scredington with the names of the fallen from Burton, Swaton and Scredington read out.

There were 4 funerals, and a burial of ash last year.

The church building continues to be open during the summer months. Roy Holland kindly opens and closes the church during the week with Jan and Chris covering the weekends. Roy also keeps a close and caring eye on the church.

Repair work is needed to the vestry floor which looked likely to be very costly, but it has been established that the work can be done like for like instead of with limecrete and without a faculty.

The churchyard mowing has been taken over by Chris Pell recently and with a monthly cut is looking good.

The PCC wish to thank the parish Council for their help with the cost of caring for the churchyard.

 


 

Scredington Parish Council

Scredington Community Centre Report 2023

The community Centre continues to recover from the months of covid with booking steadily increasing especially from the NHS, but also private bookings.

This year has seen some changes on the committee, with the sad resignation of Nicki Mason at the end of November, who did a great job as secretary, the committee now has Frankie Salkeld to record our meetings.

The attendance to the, once a month, Friday Social had dropped off up to the Christmas period, but are now increasing month on month.

Functions put on by the committee included the “Scredfest” “Autumn fling black tie do” and a Christmas party.

Numerous repairs and redecorations have been completed throughout the year and the side driveway has been completely re done, which is a great improvement especially in the winter months.

A small increase in hire charges has been put in place to account for the increasing cost to run the Community Centre.

At the AGM in April there was a new Chairman elected, Ian Metcalf has took over from Steve Mason, who did a great job and Steve has now took on the job of Vice Chairman.

The Community Centre committee continue to be grateful for any support that the Parish Council has given over the last year and hopefully can give in the future.
