Minutes of the meeting of Scredington Parish Council

held on Monday 25th September 2023 7.30pm

 

Present: Councillors R. Johnson Chairman, A. Pywell vice-chairman, J. Johnson, K. Sweeny and  I. Metcalfe

County Councillor A. Hagues, District Councillor R. Jackson

2 members of public present.

1. Chairman’s welcome.

Councillor R. Johnson Chairman presiding over the meeting, welcomed everyone.

Public forum. A member of public who attended gave a comprehensive talk regarding the proposed reservoir and asked if the parish council had received communications from Anglian Water. The member of the public was against the reservoir due to several reasons. 

2. Apologies:

None.

3. Notes of the meeting held on Monday 22nd June 2023 be approved as the minutes.

a. It was resolved by all to accept these minutes as a true recording of the meeting.

4. Matters arising from the minutes

a. None

5. Declarations of interest according to the Localism Act 2011.

a. None

6. County and District Council reports:

a. District Councillor R. Jackson was in attendance. Proposal for a £1 million redevelopment of Sleaford marketplace. Taxis within the Sleaford area are now allowed to be older than the previous 10-year age limit.

County Councillor A. Hagues was in attendance. County council have had a £10million underspend from last years budget and have rolled this forward into the highway’s maintenance for this current year, along side the extra £6 million gained from government.

 

7. Planning applications:

a. None

8. Finance report:

a. The finance report had been distributed prior to the meeting. It was resolved to accept these figures.

b. The clerk still requires £300.00 payment for the last 3 months work.

c. Issue found when auditing relating inconsistent salary for the clerk due to there being several months between clerks.  

9. Highway matters

a. “No access for HGV” sign located coming into Northbeck on Manor Farm corner requires resighting to allow HGV to view it, as currently not visible.

10. Matters affecting village/correspondence

a. Thanks to IM for new clerk job application form, with final applications by 1st Nov 2023

b. AP proposed RJ to organise the commemorative bench for Raymond Bell from Roll & Scroll using KS wording. The bench will depict a cricket scene with a stainless back to make the silhouetted scene stand out. JJ second AP

c. Tulips to be planted around the village instead of adding more daffodils to add flowering time and alternative colours to the village. The same amount to be spent as last season. All agreed.

d. Owl box pole has now been erected but the box is yet to be sited.

AP proposed to pay RJ £450.00+VAT for owl box erection and the maintenance carried out on the allotment’s hedges and trees. IM second AP

e. KS has been reimbursed for dog fowling signs, regrettably some signs have been either removed or ignored by dog walkers.

f. AP proposed that the playground equipment is to be edged and re-barked by the parish council. IM second AP

g. Styles along the Bulwark footpath have been removed to increase access for pedestrians.

 

11. Date of the next meeting has been set for 11th December 2023
