Minutes of the Meeting of Scredington Parish Council
Monday 22nd May 2023
Present:
Councillors R. Johnson (Chairman), A. Pywell (Vice Chairman), I. Metcalfe, J. Johnson, K. Sweeney and J.Dixon (Clerk).
Also in attendance were District Cllr R. Jackson and one member of the public.
- Election of Chairman
Nomination for Cllr R. Johnson to remain as Chairman was proposed by Cllr A. Pywell and seconded by Cllr I. Metcalfe. All Cllrs in favour and Cllr R. Johnson accepted the office.
2 Election of Vice Chairman
Nomination for Cllr A. Pywell to be remain as Vice Chairman was proposed by Cllr R. Johnson and seconded by Cllr I Metcalfe. All Cllrs in favour and Cllr A Pywell accepted the office.
3 Election of Responsible Finance Officer
Julie Dixon was nominated by Cllr R. Johnson and seconded by Cllr A Pywell. All Cllrs in favour and Julie Dixon accepted the office.
- Councillors Declaration and acceptance of office
All Cllrs signed a declaration of office form.
5 Completion of GDPR Checklist
All Cllrs completed compliance with GDPR forms.
6 Signing of the Minutes
The minutes of the Annual Parish Council Meeting of 9 May 2022 were signed as a true and correct record.
7 Appointment of representatives for Local Community Groups
Appointments were:
Church – Cllr A. Pywell, Proposed by Cllr R. Johnson and Seconded by Cllr I. Metcalfe
Community Centre – Cllr A. Pywell, Proposed by Cllr R. Johnson and Seconded by Cllr I. Metcalfe
Scredington Relief in Need – Cllr R. Johnson, Proposed by Cllr A. Pywell and Seconded by Cllr I. Metcalfe.
8 Finance
8.1 The finance report was given by Cllr R. Johnson; Thanks again to the generous donation of the late Raymond Bell, the bank account is in a very healthy position at £45,914.02.
Spending for the year is higher than normal due to the above at £20,594.58 + VAT.
Income for the year stands at £63,800
The Parish Council continues to support the Community Centre.
8.2 The Annual Governance and Accountability Report was discussed, the accounts have gone to SA Accounting for Auditing.
8.3 Insurance is in place and runs from 30th March
8.4 Payments to be made at the meeting were approved
CJP Garden Services £125.00
Clerk Wages £400.00
Coronation Mug Sales £57.50 (donation to the community centre)
Street Party 1/3 of Costs £162.60
8.5 All Councillors gave their Declaration of Pecuniary Interest forms to the Clerk to send to NKDC.
9.0 To review Parish Council Policies and Standing Orders
Unfortunately when the previous Clerk passed away, all policies and procedures were lost. Clerk Julie Dixon will now work on restoring these.
10.0 Planning
There were no planning issues to discuss.
11.0 Highways
Pot holes were as ever a major talking point; It was reported by Cllr A Hagues that LCC have purchased a new road mending machine, however the machine is only useful on roads that have curbs.
Central Government has allocated £6M to the region for pot hole repairs.
It was reported that there are unacceptable amounts of trees on road junctions that have been allowed to overgrow and therefore diminishing visibility of both signs and the clearance of the road.
12.0 Village Matters not already covered
12.1 In honour of the late Raymond Bell it was resolved that a commemorative bench would be purchased with a brass plaque affixed. Cllr K Sweeney suggested the following wording:
In memory of Raymond Bell
To mark and give thanks
For his generous legacy
To this parish

As well as the purchase of the commemorative bench it was resolved that some good quality picnic benches would be purchased for the playing field and the Community Centre with the Parish Council to fund the benches and bases. Councillor Richard Johnson is to make enquiries. This was proposed by Cllr J. Johnson and seconded by Cllr K. Sweeney.
12.2 Cllr K. Sweeney gave a short report that she had attended the proposed ‘Beacon Fen Energy Park’ meeting that was held in Helpringham Village Hall. It appears that the proposed South Lincolnshire Reservoir and the energy park are in part competing for the same land. The scheme has a long way to go before it is put before the Secretary of State for approval.

12.3 Cllr K Sweeney brought up the problem of dog fouling and the fact that dog owners and walkers do not pick up their dogs mess. Cllr Sweeney would like to arrange some signs for the village. It was resolved to approve up to £50.00 for this project. Proposed by Cllr J Johnson and seconded by Cllr I. Metcalfe.
