Minutes of the meeting of Scredington Parish Council

Wednesday 13th March 2024

Present:

Councillors R. Johnson (Chairman), A. Pywell (Vice Chairman), J. Johnson, I. Metcalfe, K. Sweeney, District Cllr R. Jackson and P. Griffiths (Clerk).

Public Forum

No members of the public were present. 

1          Welcome remarks by the Chairman

The Chairman welcomed everyone and thanked them for their attendance.

 

2          Apologies for absence

There were no apologies received.

 

3          Minutes of previous meetings

3.1       Minutes of the meeting held on Monday 11th December 2023 were signed as a true and correct record.

3.2       Minutes of the meeting held on Tuesday 19th December 2023 were signed as a true and correct record.

 

4          Matters arising from the minutes

4.1       The Northbeck Emergency Flood Plan was shown and it was agreed to put a copy on the Parish Council website.

4.2       Following further representations by email, a discussion took place about funding children’s play equipment. It was proposed by Cllr R. Johnson and seconded by Cllr I. Metcalfe that the council buy a Free Standing Toddler Tower at a cost of £4,850 + VAT and also a Nest Swing at a cost of £2,304 plus VAT. This was agreed unanimously.

 

5          Report from District / County Councillors

5.1       District Councillor R. Jackson submitted a report.

5.2       A free picture of the King is available to the Parish Council.

5.3       A list of grant-giving bodies was shown and will be circulated.

 

6          Planning Applications

6.1       Reference: 24/0264/PNND
Proposal: Application under Class Q for conversion of agricultural brick barn to a residential dwelling.
Location: South of Gorse Drove, Scredington

6.2       Reference: 24/0266/FUL
Proposal: Retention of 21 groundwater monitoring boreholes for a temporary period.
Location: North of A52, south east of Scredington

 

7          Finance

7.1       The decision to pay for sand and sandbags to be held at Northbeck was ratified.

7.2       The parish precept agreed verbally on 20th January 2024 was ratified.

7.3       The Chairman submitted a copy of the latest bank statement and financial reconciliation showing recent cheques issued and this was accepted.

7.4       The Chairman will contact Lloyds Bank again about additional signatories on the account and on-line viewing access to the account for the Clerk.

7.5       It was resolved that the Parish Council will pay for six cuts of the grass in the churchyard during the season and the church will pay for two cuts.

 

8          Highway Matters

Nothing new. The fingerpost is still broken as previously reported.

 

 

9          Matters affecting the village / correspondence

9.1       The letter received from Farms for Farming was briefly discussed as it related to the proposed solar park on Mareham Lane. It was noted that until a planning application was raised nothing further could be done.

 

10        Any Further Business

10.1     The next Anglian Water Community Liaison Meeting is scheduled for 27th March 2024. Attendance is by invitation only. Cllr K. Sweeney expressed an interest in attending and it was agreed that she and Cllr J. Johnson should be the parish council delegates.

 

11        Date of the next meeting

The date of the next meeting will be Monday 20th May 2024 in the Community Centre commencing at 7:30pm. This meeting will incorporate the Annual Parish Meeting. All are welcome to attend.
