Minutes of the meeting of Scredington Parish Council held on Monday 13th September 2021 7.30pm

1. Chairman’s welcome.
Councillor R. Johnson, Chairman, welcomed everyone.
Public forum. No members of the public attended.
2. Apologies:
a. None had been received as all Councillors were in attendance.
3. Declarations of interest according to the Localism Act 2011.
a. None received.
4. Notes of the general meeting held on 25th May 2021 be approved as the minutes.
a. It was resolved by all to accept these minutes as a true recording of the meeting.
5. County and District Council reports:
a.County Councillor Andrew Hagues was not in attendance but sent a report by email. See below:
Recycling Centres:
From Wednesday 1 September, you do not have to book a slot at our recycling centres for any vehicle. However, you must still register for a free permit to bring some vehicles. Find out more on our website.
I think this relates to commercial vehicles.
‘Natasha’s Law’:
Lincolnshire Trading Standards is encouraging businesses to prepare for upcoming allergen labelling changes. On 1 October 2021 the law on allergen labelling for prepacked for direct sale (PPDS) foods will change. This means that any food business selling prepacked foods for direct sale will have to include full ingredients on the product label with allergenic ingredients emphasised within that list. Prepacked foods can include salads and sandwiches that customers select themselves, pre-wrapped foods kept behind a counter, as well as some products packaged and sold at mobile or temporary outlets.

Lincolnshire businesses reminded about allergen law change
Lincolnshire Archives:
Will be re-opening to the public on Saturdays, initially once a month, from 4 September 2021. The Archives will be open on the first Saturday of every month between 10am and 4pm, offering access to pre-ordered original documents, together with other resources available within the search room. This is in addition to the existing weekday openings from Tuesday to Thursday.
Visitors will need to book to visit the search room at least a week in advance.
Bookings and document ordering can be done by emailing archive.bookings@lincolnshire.gov.uk.
Help improve support for autistic people and their carers in Lincolnshire:
A new project is working to ensure that autistic people in the county get the support they need to lead fulfilling and rewarding lives.
The Lincolnshire Autism Partnership Board is asking autistic people, their families and carers for their views on how to ensure the county is a place that respects all autistic people and offers them the right support at the right time.
The feedback will be used to shape Lincolnshire's new five-year All Age Autism Strategy and action plan, ensuring it addresses the concerns that are most important to autistic people and their families.

Lincolnshire Clinical Commissioning Group AGM:
2021 Annual Public Meeting on Thursday, 22nd September 2021 from 5.00 pm to 7.00 pm
The Lincolnshire CCG will present their Annual Report and Accounts 2020/21 plus discuss the work they undertaken over the previous year and highlight key priorities for the
future. The Annual Public Meeting will be held as a Live Event via Microsoft Teams
and joining instructions will be available on the CCG's website: www.lincolnshireccg.nhs.uk
A15/A17 Holdingham Roundabout
Night work has now started on the roundabout, with warning signs up. Work will be on one junction at a time, dates and timings are displayed on the approach roads. Currently work is ahead of schedule and we are hoping the work will be finished in November 2021 and not the end of December.
Back to School
There have been some issues with getting pupils who rely on school buses and taxi's at the start of term. Most are now resolved. The problem has been a shortage of drivers, due to some having to self isolate.

Chief Executive Urgent Action - Waste and Street Scene Establishment
Recruitment of five Refuse Drivers and 13 Refuse Collectors be approved with immediate effect and that the Council’s Establishment be amended accordingly.
Purple Bins
The expansion of recycling provision across North Kesteven takes full effect in the coming weeks. The team would welcome Members' support in reinforcing the message of 'Right Thing, Right Bin' to residents’

NDKC Working Pattern
NKDC will be reviewing our working pattern in the next few weeks and confirming our approach from 4 October onwards. We also have discussions scheduled with group leaders to explore our approach to formal meetings from the end of September onwards
Covid
The rates of infection are down from their peak to about half. Over the whole of last week in Lincolnshire, 308 out of 100,000 people got covid, that’s about 3 in a thousand. Of those, one in three people have no symptoms at all, hence the encouragement to use a free test picked up from the local pharmacy. The rates for ‘flu are higher. The advice is the same as before, space apart, with ventilation or outside, wash hands and cover face if enclosed.
Boundary Commission proposes changes for Sleaford and North Hykeham constituency
The current Parliamentary boundary review that is taking place is for the purpose of ensuring that all MPs represent a similar number of people. This means that some wards in NK, which are currently represented at Westminster by the Sleaford MP, may end up being represented by the Grantham MP or the Lincoln MP – but they will still be in the NK district – their services will still be provided by NK and their Councillors will still be elected by the NK Council.
As an example currently, in Great Gonerby in Grantham, it is classed as Grantham and therefore SKDC. All its services are provided by SKDC and its ward Councillor is elected to SKDC Council. However, from a parliamentary perspective (i.e. which MP represents them in Westminster) they come under the Sleaford MP – NOT the Grantham M.

6. Planning applications:
a. Planning applications that had been received had been commented on accordingly. Copy of this can be found on the District Council website.
7. Finance report:
a. The finance report had been distributed prior to the meeting. It was resolved to accept these figures.
8. Village matters:
a. Councillor Richard Johnson discussed the purchase of bulbs for planting as previously discussed at the 25th May 2021 meeting. He requested to spent up to £100. It was resolved to purchase bulbs to this amount.
b. Email received from North Kesteven District Council regarding the ‘litter picker’ grant available. After discussions, parish councillors decided not to apply for this grant due to litter picking already in place by volunteers.
c. Email received regarding vehicles turning in a private driveway. This was discussed and a designated Councillor will look into it.
d. The disappearance of the Buttbalk signs was never concluded, but a kind resident has made two new ones and fixed in place on the fence. Thanks go to the anonymous resident although identity was known to all parish councillors.
9. Correspondence:
a. Any correspondence received by the Clerk was included in the agenda.
10. Councillors reports and items for inclusion at the next meeting: None received.
11. Date of the next meeting has been set for 13th December 2021.
12. To resolve whether to go into closed session. Not requested.
