Minutes of the meeting of the Parish Council held in the Community Centre Tuesday, 17 September 2019
Councillors present: Cllr R Johnson – Chairman, Cllr K Sweeney, Cllr J Johnson, Cllr N Mason, County Cllr A Hagues and Adrian Illingworth – Clerk.
1.0 Welcome remarks by Chairman
Chair welcomed all present.
Two members of the public present. The Chairman opened the public forum at 7.32pm
Residents present stated the road surface on Gorse Drove has started cracking. Clerk to report to Highways.
A request to locate an owl box at the allotments was made. Cllr Sweeney to contact Mr J Porter to arrange.
2. Apologies (19/13)
Apologies received from Dist Cllr Jackson and Cllr Pywell. Reason for absence noted and accepted by council members
3.0 Declarations of pecuniary interest and dispensations (19/14)
None
4.0 Signing of the minutes (19/15)
The Clerk’s notes of the Annual Parish Meeting, the Annual Parish Council Meeting and the Parish Council Meeting held on Tuesday, 7 May 2019, were resolved to be a true reflection by all members present. The Chairman duly signed and dated.
5.0 County and District Council Matters (19/16)
A report produced by Cllr Jackson was read out by the Clerk.
Dr Caroline Johnson MP held a summer surgery at Osbournby Village Hall to which no one attended.
NKDC to start a review of two key documents, the NK Plan and the Financial Strategy.
Cllr A Hagues reported the eastern bypass for Lincoln was now back on track.
The blue badge service (Disability Parking) is to be opened to those who are not necessary physically disabled but have mental disabilities.
6.0 Planning Applications (19/17)
6.1 Applications received
6.1.1 S19/0823 Poplar Farm. Erection of a two-storey side extension received 18 June
6.1.2 S19/1053 Manor Farm. Retention of mobile home received 7 August. Council comments submitted 19 August. (Decision not yet made)
6.1.3 S19/1075 Manor Farm. Erection of livestock/general purpose agricultural building received 13 August (Decision not yet made)
6.2 Applications approved
6.2.1 S19/0823 Poplar Farm. Application accepted 3 August.

7.0 Finance (19/18)
7.1 Income received
None
7.2 Payments agreed by members
7.2.1 Cllr K Sweeney – Reimbursment for work to display board on Station Road 82.50
7.3 Council resolved to approve the Financial Statement as at 9 September 2019.
7.4 After discussion Council resolved to approve the purchase of an infinite 365 licence for the Councils’ laptop.
8.0 Issues affecting the Village (19/19)
8.1 The road sign, showing Clay Lane rather than Clay Road, is to be replaced at no cost to the Parish Council.
8.2 The employment of a litter picker for the village was discussed. It was agreed by all members people within the village already pick up litter if found and as such the village does not have a litter issue. The Council resolved not to employ a litter picker.
8.3 The 30mph sign at Drovers Barn has not been replaced. Clerk to report to Highways.
8.4 An update on the provision of HGV signs for Northbeck is still ongoing. Heritage England may be able to have bollards placed near the Packhorse Bridge.
8.5 Other issues:
8.5.1 Footpaths from the bridge on Station Road round to Mareham Lane and Main Street to Northbeck need cutting. Clerk to contact Highways.
8.5.2 Residents present informed Council the side of the bridge on Station Road needs repairing.
Clerk to contact Highways.
A letter of thanks has been sent to Highways thanking them for the work carried out on Gorse Drove.
9.0 Allotment (19/20)
9.1 The proposal put forward by Mr S Weller to take over the rent of the allotments was discussed. A copy of the allotment rules to be sent to Council members. To discuss further at the next meeting.
10.0 Policies and Procedures (19/21)
Council resolved to adopt the following:
- NKDC’s Code of Conduct
- Revised Standing Orders
- Amended Financial Regulations
The Clerk is to prepare documents for signature at the next meeting.
11.0 Date of Next Meeting
The next meeting will take place at the Community Centre on Tuesday 10 December 2019
